Sebastian has been the director at Release (www.release.org.uk) since July 2003 and he set up DTL (www.dtl.co.uk) at the beginning of 2004. He is also a board member of the Alliance (www.m-alliance.org.uk). Over the last 15 years, he has worked on the development of some of the more innovative services in the UK drugs field, including spells at Turning Point and the Stapleford Trust.
At Turning Point, Sebastian was largely responsible for establishing the Junction Project which, in 1997, became the first voluntary sector provider to take over a large metropolitan statutory prescribing service. It was during this period (1997 -2000), when managed by Sebastian and clinically led by Dr Chris Ford, that this unique service became known as a Tier 3 centre of excellence.
While at the Stapleford Trust from 2001 to 2003, Sebastian played a leading role in developing modern and humane detoxification services within the High Security Directorate prisons HMP Belmarsh and HMP Woodhill. These two services are now considered to be examples of how good substance misuse treatment can be delivered in even the most security conscious prisons.
Sebastian has overseen the production of groundbreaking drug information films and has recently brought his knowledge and expertise in the field of drug policy to the development of feature length documentary projects. He is a member of the Expert Witness Institute (www.ewi.org.uk) giving specialist evidence in UK law courts on illicit drug trade socio-economics.
